Target can make use of AJO Offer Decisioning to deliver personalized content to a proper area on the website. 

For CitiSignal the the deals area, just below the banner is being personalized using Target + Offer Decisioning. As an example you can see 3 different offers being presented. The offer will change based on the deal you have visted on the webiste. 

E.g. Go to Deals and click on the Home Internet deal. Then go back to the home page.
